At the beginning of the project, the project organization and coordination group selected 120 medicines from the basic medicine list of basic medical institutions in Ningxia as basic medicine for the project village clinics. In order to guide patients to seek proper medical treatment and promote the effective use of health resources, the pilot counties require the instant settlement of patients participating in the consultation, and the patients only pay for themselves. Break the boundaries of the village to see the disease, allowing patients to participate in cross-township, cross-village medical treatment. The pilot counties have also appropriately relaxed hospitalization restrictions for township medical institutions, and have focused on strengthening the control of hospitalization rates and hospitalization costs at county-level and above hospitals, so that the average hospitalization costs for pilot county hospitals are at a relatively low level.

It is understood that in the pilot counties, the public’s awareness of timely illness and medical attention has increased, the attendance rate has increased, and the burden of seeking medical treatment has eased. In the first 10 months of this year, of the 126,967 participating farmers in Yanchi County, 106,788 were benefited. The per capita consultation was 0.84 times, an increase of 127% compared with the same period of last year. The average outpatient expenses decreased from 28.96 yuan to 19.6 yuan, a decrease of 32.32%; Haiyuan County The average outpatient expenses dropped from 28.48 yuan to 21.96 yuan, a decrease of 23%. At the same time, the outpatients mainly flowed to the township and village medical institutions. Yanchi County had 40.2% of the total outpatient visits in the village clinics, and the average cost was 11.46 yuan; 57.4% of the outpatient visits in outpatient clinics of township and township hospitals were outpatient clinics. The overall average cost was 18.68 yuan, and the service model for minor illnesses at the grassroots level and in the outpatient department gradually formed.
