During the “Twelfth Five-Year Plan” period, the main contents of the health supervision system construction include: improving the health supervision system, especially the grass-roots health supervision network; establishing and improving the food safety risk monitoring, assessment, early warning and accident emergency response system; strengthening the capacity building of drinking water hygiene supervision and monitoring; Establish a relatively complete occupational disease prevention and control system, improve the occupational disease monitoring and occupational health risk assessment system, improve the prevention and control of occupational diseases, and strengthen the capacity of health supervision and technical support agencies for radiation health, school health, and medical law enforcement.

Chen Hao said that the health system must strengthen its mission and sense of responsibility for food safety and hygiene supervision work, increase work initiative, take effective measures, and promote a steady improvement in food safety, occupational diseases, and drinking water safety.

In recent years, the country has adjusted its regulatory responsibilities for food safety and occupational disease prevention in succession. Chen Hao stressed that all localities must change their concepts, correctly understand the adjustment of health supervision duties, strictly enforce the law, change their working methods, and earnestly perform their duties.

Chen Hao stated that in recent years, the handling of many public health events such as food, occupational diseases, and environmental health hazards has shown that the risk monitoring, evaluation, standard setting, and accident investigation processing capabilities of the disease control and occupational disease prevention agencies are far from being able to adapt to actual conditions. need. Only about one-third of the provincial disease control agencies can undertake all the monitoring projects for the 2010 national food safety risk monitoring program; most of the occupational disease prevention agencies are merged into the disease prevention and control agencies. Currently, there are only provincial-level occupational disease prevention agencies. Twelve prefecture-level and 34 municipalities, professional professionals specializing in the prevention and control of occupational diseases have been severely drained; only nine provincial-level disease control institutions have the ability to detect 106 water quality indicators according to standards. During the “Twelfth Five-Year Plan” period, it is necessary to focus on the construction of a food safety risk monitoring and evaluation system, and to solve the outstanding problem of low level of food safety risk monitoring and evaluation capabilities. We must strengthen the capacity building of occupational health examinations, occupational disease diagnosis and treatment institutions, and occupational disease prevention and control institutions, further expand the scope of drinking water hygiene monitoring, and improve the urban and rural drinking water hygiene monitoring network.

Chen Hao stressed that at present, there are only 0.7 health supervisors for every ten thousand resident population, which is obviously incompatible with the objective demand. During the "Twelfth Five-Year Plan" period, the allocation and equipment level of health supervisors must be greatly improved. It is necessary to strengthen the training of talented people and bring in outstanding talents who are interested in health supervision.
